Social Security Fund Benefits and Claims in Nepal
An SSF registration certificate is not a guarantee of every benefit. Establish whether the contributor is in the formal, informal/self-employed or foreign-employment arrangement, then identify the qualifying event and contribution history. The source for the formal-sector points below is the Social Security Scheme Operating Procedure, 2075 with its fifth amendment, published by SSF.
The formal-sector procedure covers health/maternity, accident/disability, dependent family and old-age security. The claim file should identify which provisions apply. Keep medical, employment and identity records separate from the contribution reconciliation.
1. Eligibility by scheme and event
Updated formal-sector health eligibility
Under the fifth-amendment text, ordinary health/maternity eligibility generally requires at least three months' regular contributions in the preceding six months, with the initial contribution and cessation conditions in clause 4. Health coverage includes the contributor's spouse and eligible dependent children under the applicable age conditions. Maternity eligibility and beneficiary conditions should be checked separately.
Catastrophic-disease protection has a different contribution test: at least twenty-four regular contribution months in the preceding twenty-eight, with its own continuation provisions. One general three-month rule cannot safely describe both benefits.
2. Ordinary ceilings and enhanced treatment
Read ceilings with the conditions
The formal-sector procedure provides an ordinary annual inpatient ceiling of NPR 100,000 and an outpatient ceiling of NPR 20,000. These are not independent allowances that can simply be added to claim NPR 120,000: clause 6 applies the ordinary combined annual ceiling of NPR 100,000, with the claimant’s 20% cost share under the applicable ordinary provisions. The enhanced hospital-treatment arrangement is separate. For a qualifying contributor with at least sixty regular contribution months, specified treatment above NPR 100,000 up to NPR 1,000,000 at an affiliated hospital is subject to 50% Fund payment and that provision’s conditions.
Catastrophic-disease treatment has its own limit and utilisation conditions. The annual ordinary ceiling must not be presented as the absolute limit of every possible claim. These figures describe the captured procedure; eligibility, approved costs, current amendments and claim acceptance still need verification.
Ordinary medical costs and the enhanced arrangement
For an ordinary eligible medical bill of NPR 80,000, a20% claimant share is NPR 16,000 and the illustrative Fund share is NPR 64,000. Accepted services, tariffs, earlier annual use and all other conditions still apply. A bill below the ceiling is not automatically approved.
Keep the approved calculation with the claim file. Use the separate enhanced or catastrophic-disease provision only when its own contribution and treatment conditions are satisfied.
A ceiling is not the approved payment
Suppose a claim file contains hospital bills of NPR 80,000. A ceiling of NPR 100,000 does not mean the person receives NPR 100,000 or necessarily receives every rupee billed. First determine eligibility, accepted services, tariff, cost-sharing, prior use and required documents. Reconcile the approved amount to the bank payment and any balance paid by the contributor.
For a longer-contributing member with a larger bill, prepare a separate calculation under the enhanced clause. Do not combine the ordinary ceiling and enhanced arrangement by simply adding limits together. Record the exact clause used and reviewer conclusion.
3. Accident and dependent claims
Accident and dependent-family claims
An occupational accident has a different route from an ordinary medical event. Clause 11 requires reporting the occupational accident within seven days and contains specific network and reporting conditions. Non-occupational accident treatment has a separate NPR 700,000 ceiling and coordination with other insurance. Keep the incident report, employer information, treatment records and notification evidence together. Do not describe every accident as unlimited cover.
Dependent-family protection also requires the qualifying contribution and death circumstances. Under clause 14 ka, death from a cause other than an occupational accident generally needs at least twelve months of regular contributions. The permitted spouse, children or dependent parents and the benefit conditions must be identified separately. An heir's entitlement to a balance and a dependent's continuing monthly benefit are different questions.
4. Pension and retirement
Pension and retirement are separate decisions
The ordinary SSF pension test refers to age sixty and at least 180 contribution months. Clause 22(2) provides alternatives for someone reaching sixty with fewer than 180 months, so the fifteen-year figure must not be described as a condition for receiving any benefit at all. Ask the Fund to confirm the contributor's cohort, account and available option, and preserve its decision. Labour-law retirement and an SSF pension event need separate entries in the employment file.
5. Claim evidence and submission
Prepare an event-specific claim file
| Evidence | Purpose |
|---|---|
| Contributor and beneficiary identity | Establish who is claiming and the permitted relationship |
| Contribution statement | Test the applicable qualifying period |
| Medical recommendation and discharge records | Establish treatment and event |
| Itemised invoices, payment and claim form | Reconcile costs and requested benefit |
| Employer/leave evidence where relevant | Support wage-replacement or maternity treatment |
| SSF decision and bank receipt | Close the approved-to-paid reconciliation |
A maternity-care grant, maternity wage replacement and medical-cost reimbursement are different items. Accident/disability and dependent-family claims require their own conditions; an ordinary medical claim schedule should not be reused unchanged.
Review before submission
Confirm the current claim form, submission channel, beneficiary eligibility and later SSF notices. Correct unmatched contribution months before relying on the record. Keep the submitted file and decision so a later reviewer can distinguish requested, approved, rejected and paid amounts.
