Payroll Compliance in Nepal — A Monthly Process for Employers

Payroll combines contractual remuneration, labour entitlements, retirement contributions, employment-income taxation and payment evidence. A correct bank payment can still leave an incorrect overtime calculation, missing employee registration or unreported withholding. Use the Labour Act and Rules for employment entitlements, the applicable SSF framework for contributions and the Income Tax Act with the current-year rate schedule for salary tax.

This overview applies to the FY 2083/84 payroll cycle and links the existing articles on contracts, minimum remuneration, hours, leave, termination, SSF and salary taxation. It does not replace employee-specific classification or an applicable sector rule. Review the current minimum-remuneration notice before changing salary structures.

Calculate salary withholding from estimated annual taxable remuneration using the appropriate annual schedule. Revise the estimate for joining or leaving, salary changes, bonus and taxable benefits. A calculation that treats every month as an unrelated annual salary can materially misstate the deduction.

2. Contribution and remuneration example

Assume an employee's monthly cash remuneration is NPR 60,000 and the verified basic-remuneration base for the applicable formal-sector SSF contribution is NPR 40,000. Using assumed contribution rates of 11% employee and 20% employer, employee contribution is NPR 4,400, employer contribution NPR 8,000 and total remittance NPR 12,400. Cash before salary tax and other permitted deductions is NPR 55,600. Employer cost is NPR 68,000 before other employer costs. The employer contribution should not be deducted a second time from the employee's cash salary.

The rates and base must be checked against the applicable SSF scheme and employment facts. A label such as “allowance” cannot be used to bypass statutory remuneration requirements. Tax treatment of employer contributions and retirement deductions is a separate annual income-tax working.

3. Current-year salary tax

IRD's FY 2083/84 natural-person schedule differs from earlier schedules. Preserve prior-year computations and use the correct version for each income year. The schedule also states exceptions to the first-slab 1% charge for specified taxpayers and income; apply the actual exception rather than assuming every employee receives it. Insurance, approved retirement contributions and other reliefs require evidence and statutory eligibility.

4. Give contributions their own closing check

For the formal-sector SSF arrangement, the currently published fifth-amendment scheme procedure allocates eleven percent of basic remuneration from the employee and twenty percent from the employer. The total thirty-one percent is divided among the statutory schemes. Check the employee's actual arrangement before applying those rates: informal, self-employed and foreign-employment participation use other procedures.

Section 4(4) of the Contribution-based Social Security Act requires the contribution to reach the Fund within twenty-five days after the month in which the contribution-eligible income becomes payable, subject to an applicable official extension. The law's section 7 concerns setting contribution rates. Record the correct section in the compliance calendar so the preparer can distinguish the rate authority from the payment deadline. Reconcile employee deductions and employer liabilities to the Fund statement; the company's bank debit alone does not prove each contributor received the credit.

For a missed month, identify whether the problem is a calculation, payment, identifier or allocation error. Resolve the cause through the appropriate Fund process and retain the acknowledgement. Do not reverse an employee deduction simply to make the payroll ledger agree while the statutory contribution remains unpaid.

5. Payroll records that resolve disputes

Give employees understandable payslips showing gross remuneration, components, deductions, net payment and relevant period. Keep the attendance record, overtime approval, leave balance, remuneration changes and settlement calculation behind the payslip. Reconcile contribution and tax liabilities to the remittances, and retain employee-level reporting details.

When employment ends, calculate the contractual and statutory amounts, outstanding salary, leave or other entitlements and tax adjustment using the applicable facts. Complete a documented settlement instead of deleting the employee from payroll. The finance team should coordinate with HR before releasing a final payment so that records, deductions and employee claims remain consistent.
