Foreign Exchange for Travel, Education and Medical Treatment — A Nepal Evidence Guide
Personal travel, study and medical treatment use different foreign-exchange categories. Determine the applicant, destination, purpose, duration, amount and current NRB circular. A general travel facility cannot automatically fund tuition or medical costs outside its conditions.
Use the official circular and the authorised bank’s documentary requirements for the actual purpose and date. Establish the permitted amount and delegated approval route from that instrument before applying.
1. Purpose file
| Purpose | Typical evidence to confirm under current rules |
|---|---|
| Travel | Passport, visa where required, itinerary and permitted category |
| Education | Admission, institution, fees and required recommendation/document |
| Medical | Treatment/referral, hospital estimate and patient identity |
| Additional request | Original facility, use and applicable approval |
An estimate or invitation is not proof that every claimed amount is payable. Verify recipient details independently using reliable institutional records before arranging payment.
2. Nepal example
A student has tuition of USD 8,000 and an additional living-cost request. The bank file should distinguish the university payment from personal living expenses, identify the current rules and preserve the relevant documents. One tuition invoice does not automatically substantiate all additional expenditure.
For medical treatment, keep the patient, provider, estimate, payment and later settlement connected. Refunds should be traced back to the original permitted transaction rather than treated as unexplained foreign receipts.
3. Payment and follow-up
Record currency, exchange rate, NPR debit, fees, beneficiary and bank advice. Keep evidence of changed plans, cancellation and refunds. Do not split requests among banks to bypass a limit or conceal prior facilities. Current rules may require declarations about earlier use.
4. Check current requirements
Confirm current NRB provisions when checking ceilings, approval routes and application requirements. Determine eligibility from the applicant’s facts and applicable rules, and retain the bank or authority’s decision with the application file.
5. Match the application to the purpose
A personal travel allowance, an education payment and a medical-treatment remittance are different facilities. Identify who is travelling or receiving treatment, the destination, the payment recipient, the currency and the documents supporting the stated purpose. A bank should receive a consistent explanation rather than an assortment of unrelated invoices chosen to reach a desired amount.
For education, evidence can include admission, fees, visa requirements and the relevant authority's documents where required. Separate tuition or institutional charges from living expenses and a visa fund-proof requirement. NRB's June 2026 amendment to Unified Circular 2082 adds conditional treatment for education visa fund proof. That provision should be read with its supporting-document and expense conditions rather than treated as unrestricted additional spending money.
6. Pay the correct recipient and reconcile later changes
For medical treatment, connect the proposed payment to the patient, medical recommendation or treatment evidence and the hospital or other permitted recipient. A cost estimate and an actual bill have different roles. Keep the remittance, final treatment bill, refund and any unused amount reconcilable under the applicable requirements.
Consider a Nepal family paying a foreign hospital's estimated charge. The eventual bill is lower and the hospital returns part of the advance. The family retains the original estimate, bank remittance, final bill and refund trail. An unexplained payment to a third party would make it harder to show that the facility was used for the approved purpose.
7. Cash and electronic payment have separate conditions
Before travelling, check whether the facility allows cash, a card or direct payment, and whether the applicable cash movement needs a declaration. A general exchange quote does not establish the amount that may lawfully be carried. NRB also issued an updated notice on foreign cash entering and leaving Nepal in July 2026; current travellers should use that source with the relevant circular.
For a student whose institution changes the fee schedule, the revised invoice and previous payment should be assessed together. Do not submit the same fee twice or change the named recipient without a consistent explanation. The completed file should show the approved purpose, amount paid, recipient and supporting evidence, with any outstanding requirement clearly identified.
