SME Financial Reporting in Nepal — Applicability and a Practical Close

NFRS for SMEs 2017 is a separate framework from full NFRS and NAS for Micro Entities. Determine public accountability and the applicable ASB definition and current amendment before selecting it. Turnover is not the sole test. Industry classification or a small tax return does not independently establish SME-framework eligibility.

ASB's amendment notice changes the micro-entity definition and the SME framework's section 1.11 boundary. The framework-selection article supplies the current limits; keep a two-year test and evidence with the financial statements. If a regulator imposes a specific framework, include that requirement in the analysis.

1. Build an accounting-policy register

Policy areaDecision to document
RevenueRecognition appropriate to transactions and selected framework
InventoryCost method and impairment/net-realisation assessment
Assets and depreciationCost, useful life, residual value and impairment
Financial balancesRecognition, measurement and recoverability
Employee benefits and taxRelevant liabilities and tax accounting
PresentationRequired statements, notes and comparatives

A policy is a principle applied to transactions; an estimate is a measurement judgement using current information. A change in useful life differs from correcting a prior-period error. Record the reason, evidence, authority and accounting treatment of a change under the selected framework.

2. Nepal example

A trading entity qualifies for the SME framework under the reviewed definition. Its tax depreciation pools do not replace its accounting asset schedule. If a delivery vehicle's useful life is revised following new evidence about usage, the accounting working assesses the estimate change. The tax schedule continues under the tax law. Differences are reconciled rather than eliminated by using one schedule for both purposes.

3. Year-end close

Reconcile bank, receivables, payables, inventory, assets and payroll to the ledger. Assess cut-off, recoverability, unrecorded liabilities and related parties, then prepare statements and notes with consistent comparatives. Nepal’s section 25 carve-out permits a consistent policy for capitalising directly attributable borrowing costs of qualifying assets; otherwise borrowing costs are expensed. Capitalisation begins only when the specified expenditure, borrowing and preparation conditions are present, pauses during extended development interruptions and ends when substantially all preparation is complete. Disclose the capitalised amount and rate when this policy is used.

4. Maintain the conclusion

Reassess eligibility at each reporting date, especially after growth, borrowing changes or public-accountability events. Preserve the definition used, measured amounts and transition analysis if the framework changes. Management remains responsible for the accounting choices and financial statements; the auditor's review does not turn an undocumented choice into an approved policy.

5. Eligibility is not an accounting-software setting

The framework conclusion should precede the choice of statement layout. Examine public accountability, the current definitions, relevant two-year tests and any sector instruction. The ASB amendment dated 2082/05/02 changes the micro boundary in NAS for MEs Introduction C and NFRS for SMEs section 1.11. A business that is no longer micro does not automatically qualify for the SME framework without the remaining assessment.

Keep the source definition, measured amounts and prior-year comparison with the reporting records. A new borrowing facility or fiduciary activity can affect the conclusion even when sales are unchanged. If the framework changes, prepare the transition analysis and obtain the information needed for the new recognition, measurement and disclosures.

6. Use policies suited to the actual transactions

A trading business needs reliable stock costing, receivable recovery and cut-off. A service business may need evidence of work performed, customer advances and accrued costs. Policies copied from an unrelated manufacturer's statements can obscure those matters instead of explaining them. Describe the material policies actually applied and maintain the underlying schedules.

For a Nepal distributor, year-end goods in transit require an assessment of the contractual delivery terms and the relevant recognition criteria. A customs clearance date or warehouse receipt is evidence, but neither is a universal substitute for that assessment. Reconcile invoices, shipments and ownership-related terms so that inventory and payables are recorded consistently.

7. Resolve differences before approving the statements

A complete close reconciles balances and considers information that ordinary ledger posting may not capture. Review related parties, commitments, estimates and subsequent events under the selected framework. Explain tax and donor or regulatory reporting differences with separate bridges where necessary.

Management should approve the accounting judgments and the complete statements, while unresolved matters remain identified. An auditor's request for further evidence may improve the file, but it does not transfer management's responsibility for the accounting records or permit an unsupported policy choice.
