Retirement Funds and Retirement Payments — Contributions, Payouts and Tax Records

An employee's contribution to an approved retirement fund, the employer's contribution, a pension and a lump-sum retirement payment require separate analysis. Identify the fund's legal status and the recipient's employment and residency facts. CIT, EPF and SSF are different institutional arrangements; a contribution recorded under one name must not be reported as another scheme.

A tax deduction for a qualifying contribution depends on the statutory limit and current rules. It is not established by deducting the full payroll amount from cash paid to the employee. Keep employee and employer portions distinguishable, and prevent the same contribution being claimed twice through payroll and an individual return.

1. Institution-specific rules remain important

EPF's regular-contribution guidance describes a ten-percent employee deduction and a matching employer contribution under its applicable arrangement. SSF's formal-sector contribution is a different scheme, with its own allocations and benefits. CIT publishes separate procedures for employee retirement savings and its citizen pension plan; the current index lists third-amendment editions published in 2083. A statement prepared under an older FAQ should therefore not be treated as the current benefit schedule for every CIT participant.

At retirement, establish which institution holds each balance and obtain its current procedure and decision. Record the contribution history, beneficiary, applicable retirement event and whether the requested benefit is a lump sum, pension, transfer or other payment. The Labour Act's ordinary compulsory-retirement age of fifty-eight for regular workers is distinct from the age and contribution conditions for a particular SSF pension. Keep both conclusions in the employee's file instead of allowing one age to overwrite the other.

2. Finance Act 2083 warning

The 2083 amendment removes “retirement payment” from the general wording of section 88(1). A blanket statement that every retirement payout carries the old general withholding rate is therefore unsafe. Determine whether the payment is pension, qualifying approved-fund payout, unapproved arrangement, employment termination benefit or another category, and apply the surviving specific provisions and annual schedule. Current pension relief also needs the amended Schedule 1 calculation. This article deliberately does not substitute one rate for all retirement receipts.

3. Specific contribution and payout treatment

IRD's FY 2083/84 natural-person guidance states the approved retirement-contribution deduction as the lower of NPR 500,000 and one-third of assessable income, subject to the qualifying arrangement. Apply the limit after combining the relevant annual contribution evidence. Finance Act 2083 removes the general retirement-payment wording from section 88(1), but the specific government or approved contribution-based retirement-payment rule remains: qualifying retirement gain is subject to five-percent withholding under the surviving proviso, with gain determined under section 65. This is a specific rule and should not be applied indiscriminately to every pension or termination receipt.

4. A useful retirement file

Annual deductionApproved status, annual total, income and statutory cap
Transfer between fundsTransfer authority and continuity evidence
Lump-sum paymentFund statement, contribution history and taxable component
PensionPension statement, period and annual income computation
Termination benefitEmployment terms and classification of each component

5. Worked contribution control

Assume payroll shows NPR 120,000 employee contributions and NPR 180,000 employer contributions for a year. The bank and fund statements must support the NPR 300,000 total while showing each component. A tax-deduction schedule then applies the verified eligibility and limit; it does not assume that the employee can deduct NPR 300,000 simply because the fund received that total. If an employee changes jobs, combine the relevant annual evidence before applying the cap.

6. A separate 2083 retirement-fund procedure

SSF publishes the Retirement Fund (Operation and Management) Procedure, 2083. It addresses qualifying retirement funds transferred to SSF under the stated legal framework, including institutional and individual arrangements. It should not be confused with ordinary monthly participation in the formal-sector social-security scheme.

The procedure provides a separate retirement-fund number, distinct from ordinary employer/contributor social-security identifiers. Maintain an agreement, beneficiary opening balances, transferred investments or cash, outstanding participant loans where relevant, and the regular deposit schedule. Reconcile the whole transfer to individual or institutional records before posting the opening balance.

Its clause 3 refers to affiliation by Ashadh-end 2083 for the specified previously approved funds. As that date has passed, a current reader must verify any lawful extension or other applicable route; this article does not describe it as an open-ended enrolment window. A publication or download date must not be substituted for the operative deadline.

7. Transfer reconciliation example

A reviewed fund transfer schedule lists cash NPR 5,000,000, fixed deposits NPR 12,000,000 and participant loan balances NPR 3,000,000. The schedule totals NPR 20,000,000, but acceptance and legal transfer of each asset must be evidenced. Beneficiary records must account for the same opening position. Do not record only the cash receipt and lose the transferred investments or participant-loan reconciliation.

Keep the contribution arrangement, retirement-payment tax treatment and SSF transfer/management process as separate conclusions. Obtain current professional review before acting on eligibility, deadlines or payout treatment.

8. Reconcile before releasing a payout

Separate gross entitlement, employee contributions, employer contributions, investment return, withholding and net payment. Check which part enters assessable income and which part is dealt with by a specific rule. Obtain an official fund statement rather than estimating historical contributions from the final payroll balance. Correct a wrong PAN or year promptly because it can affect a recipient's tax record.

Where a worker participates in several schemes, check employment-law obligations and scheme rules before treating one payment as a substitute for another. The objective is a consistent payroll, fund and tax file, supported by the relevant fund procedure and a reviewed current-year computation.
