NFRS 2024 Transition in Nepal — A Documented Adoption Map
ASB's NFRS 2024 adoption notice identifies mandatory implementation from 1 Shrawan 2082. Determine whether the entity is within full-NFRS applicability and whether its sector regulator imposes additional instructions or reporting requirements. A financial-statement cover saying “NFRS 2024” is not evidence that the transition was performed.
Distinguish a change from an earlier full-NFRS version from first-time adoption by an entity previously using another basis. The relevant transition provisions and first-time-adoption requirements can differ. Record the previous basis and the new basis before preparing adjustments.
1. Transition map
| Workstream | Deliverable |
|---|---|
| Applicability | Entity and regulator conclusion |
| Standard inventory | New/revised requirements relevant to actual transactions |
| Opening/comparative balances | Measured adjustments and required reconciliations |
| Policies and estimates | Approved choices with supporting evidence |
| Systems and data | Fields, contracts and histories needed for measurement |
| Disclosures | Updated notes and comparative explanation |
| Review | Management approval and independent audit consideration |
Prioritise transactions with material measurement or presentation effects. Revenue contracts, financial instruments, leases, tax, employee benefits and insurance activities may need specialist workings. Do not apply an international effective date automatically when Nepal's adoption or regulator instructions differ.
2. Nepal example
A full-NFRS entity has material receivables and equipment leases but continues using legacy cash-receipt and rent-expense schedules. Its transition plan identifies contract and historical data, establishes the applicable measurement, computes adjustments, assesses deferred tax and updates disclosures. A journal posted as one “NFRS adjustment” without supporting schedules cannot explain the result to management or auditors.
3. Manage comparative information
Identify the reporting period, comparative period and opening information required by the applicable transition route. Keep original and adjusted balances connected by a clear bridge. Record the reason and provision for each adjustment. A transition adjustment differs from correcting an unrelated bookkeeping error discovered at the same time.
4. Completion criteria
Complete the policy register, measurement schedules, tax effects, statement reconciliation, disclosures and approval record. Assess whether operational data collection supports the same policies in later years. Confirm later ASB notices and sector carve-outs; document their exact scope and period. Adoption is an accounting implementation supported by evidence, not a one-time change to the title of the report.
5. Set a reporting-period boundary
ASB's notice states that NFRS 2024 is mandatory from 1 Shrawan 2082 for entities to which full NFRS applies. The transition paper should identify the reporting period, previous framework, relevant regulator and any applicable standard-specific effective or transitional treatment. An entity using an SME or micro framework first assesses whether it has become subject to full NFRS.
An existing full-NFRS preparer and a first-time adopter therefore need different analyses. List the standards affecting the entity's transactions rather than assuming every standard creates a new adjustment. Record items considered and found immaterial or inapplicable with sufficient explanation, so that the absence of an adjustment is also a reasoned outcome.
6. Connect opening adjustments to current transactions
A transition adjustment should show its source balance, recognition or measurement issue, calculation and effect on the relevant statements and notes. Update the accounting policy and reporting process where the change affects transactions throughout the year. A year-end spreadsheet cannot repair a transaction process that continues to apply an old policy without capturing the necessary data.
For example, an entity identifies a lease requiring different accounting under its effective framework. It obtains the contract, payment schedule and supporting measurement assumptions, then records the opening treatment and subsequent period movements. The transition entry, current expense or depreciation, liability movement and disclosure schedule should be internally consistent.
7. Treat exceptions and comparatives explicitly
ASB carve-outs have scope and period conditions. The NFRS 9 ECL notice published in August 2025 specifies treatment through FY 2082/83; that period is not automatically a continuing FY 2083/84 permission. A transition working identifies the exact provision and any authority extending or replacing it.
Comparative information should reflect the applicable transition rules, with reconciliations and explanations where required. Complete the opening-balance review, accounting–tax bridge, note updates and management approval together. A final checklist then points to actual workings and resolved decisions, rather than marking completion because the statements use the new framework's name.
