NFRS 17 and Insurance Reporting — Contracts, Data and Regulatory Reconciliation

NFRS 17 addresses qualifying insurance contracts under full NFRS. The insurer's legal licence, financial-reporting framework and Nepal Insurance Authority instructions must be considered together. Do not assume that every warranty, service contract or regulated insurance balance falls into the same measurement model.

Identify contract scope, grouping, coverage, cash flows, risk, reinsurance and the applicable measurement approach. Preserve the transition and effective-date conclusions. Regulatory solvency or reserving figures do not automatically equal financial-statement balances.

The accounting model needs reliable data and controlled calculations. A top-level actuarial report cannot resolve missing contract data without explaining assumptions and limitations. Changes in estimates and experience must be analysed under the applicable requirements.

2. Nepal example

An insurer maintains regulatory claims reserves and prepares full-NFRS statements. Its reporting team constructs a reconciliation between the regulatory reserve and the NFRS measurement, identifying scope, grouping, discounting and other relevant differences. It does not post the difference to an unexplained “NFRS reserve” account or assume that the lower balance is automatically correct.

3. Governance

Define responsibility among finance, actuarial, underwriting, claims and IT teams. Approve model changes, reconcile source data and control access. Keep evidence supporting judgments and disclosures. Reinsurance and related-party arrangements deserve separate review.

4. Source limitation

Read ASB’s NFRS 17 resources with current NIA sector directives and circulars. Insurer-specific reporting and implementation requirements need confirmation from the applicable complete instruments. Actuarial and accounting work should be reconciled as part of the implementation.

5. NIA requires two reporting sets

NFRS 17 appears within NFRS 2024 in ICAN's implementation reference, effective from 1 Shrawan 2082 for the full-NFRS framework. NIA's NFRS 17 implementation guideline, approved on 2083/03/28, applies to licensed life, non-life, reinsurance and micro insurers and takes effect on its approval date.

Section 17 requires dual quarterly statements from the fourth quarter of FY 2082/83 and dual audited statements starting from 1 Shrawan 2082: an NFRS 17 general-purpose set and a special-purpose set under NIA's Financial Statement Directive 2080. General-purpose statements go to the AGM for approval, while both sets are published in the annual report. Regulatory figures and NFRS measurement therefore need a documented reconciliation.

6. Group contracts and establish the data trail

The contract assessment needs the rights, obligations, coverage and cash flows, together with the measurement approach required by the applicable standard. Keep policy, premium, claim and expense information reconcilable to operational systems and the ledger. Document contract grouping and reinsurance analysis separately so that the final calculation can be reproduced.

Suppose a claims system records payments net of recoveries while the accounting working requires the gross claim movement and a separate reinsurance amount. The team identifies the missing data, reconciles the gross and net measures and checks the relevant presentation. Posting the net system total without this analysis could conceal both the liability movement and the recovery relationship.

7. Govern assumptions and explain the bridge

Finance and actuarial teams should agree the source data, approved assumptions and treatment of changes. Distinguish a change in an estimate from a correction to a data error. Keep approval and calculation histories so that subsequent reporting can explain the movement in balances rather than relying on a new unexplained total.

The reporting bridge connects opening balances, new business, service provided, cash flows and other relevant changes to closing balances and disclosures. The regulator bridge separately explains differences from statutory returns. Review both models and the reconciliations, including specialist limitations, before approving the insurer’s reporting figures.

Where a specialist uses incomplete claims data, the limitation should identify the affected population and its effect on measurement and disclosure, with a documented plan to resolve it.

8. Approve the implementation paper and track its deadlines

The guideline requires a management-owned, board-approved position paper covering accounting policies, actuarial methods, assumptions, data limitations and material judgments. Section 5 specifies submission within 90 days of issuance after consultation with the Appointed Actuary. Annexure II specifies a project team within seven days, an action plan within 30 days and profit reconciliation with the financial statements.

The paper must be updated when material methods, assumptions or judgments change. Management retains responsibility; consultants and actuarial certification do not transfer that responsibility. The Appointed Actuary comments on material data limitations and certifies at annual-report submission, while external audit procedures remain separately required. Before relying on a deadline or transitional treatment, check the actual issuance date and any later NIA modification or extension.
