Hotel, Tourism, Travel and Municipal Compliance — Nepal Operating Map
1. Map the business activities and locations
Hotels, restaurants, travel agencies, trekking businesses and tourism operators have different registrations and permissions. Identify each activity and premises, then map company/firm, PAN/VAT, industry, tourism, local-government and activity-specific requirements. A hotel licence does not automatically authorise liquor sale, travel agency work or every event activity.
Municipal business registration and local taxes depend on the relevant local law and current fiscal provisions. Do not use one municipality's fee as a national rule. Property tax, business tax, rental-related obligations and service charges have different bases and liable persons.
2. Operating register
| Area | Evidence |
|---|---|
| Legal identity | Company/firm and constitutional scope |
| Premises | Ownership/lease, local registration and permitted use |
| Tourism activity | Relevant licence/classification and renewal |
| Additional activity | Liquor, food, events or other permission |
| Tax | Sales classification, payroll, TDS and current concessions |
| Safety/environment | Applicable approvals and operational records |
Tax concessions need the exact qualifying activity and conditions. A restaurant should not use hotel or resort relief merely because tourists are customers. Review the detailed hospitality tax guides alongside the permissions for the actual operating business.
3. Nepal example
A hotel operates rooms, a restaurant, a rented shop and a tour desk. It analyses each revenue stream and permission, records gross sales and customer collections, and reconciles online-platform settlements. A platform deducting commission does not make the net bank receipt the hotel's gross room revenue.
4. Calendar and evidence
Maintain expiry, renewal, return and reporting dates for each authority. Assign responsibility for changes in premises, ownership, capacity and activity. Preserve applications, acknowledgements and final decisions separately. When a municipality changes a local rate, retain the fiscal-law version and effective period.
5. Completion
Reconcile operational systems to accounts and tax returns, including cancellations, advances, guest deposits and foreign receipts. Review payroll, vendor withholding, asset records, permissions and current local requirements for the activity.
6. Keep platform collections and business revenue reconciled
A booking platform settlement can contain gross room charges, cancellations, commission, payment charges and other adjustments. Prepare a bridge from the reservation or invoice record to the platform statement and the bank receipt. Net cash deposited is not automatically the hotel’s gross taxable or accounting revenue.
Retain the cancellation and refund terms, guest deposits and advance balances. If a booking crosses the year-end or is cancelled, the accounting entry and the relevant tax treatment should be examined separately. Identify how foreign-currency receipts and bank charges have been recorded rather than netting every difference into sales.
The annual VAT amendment replaces Schedule 1 and the ordinary service/mixed registration threshold in the current Rules is NPR 3 million. A threshold test still does not override a mandatory-registration category. Keep the activity and applicable category in the file instead of assuming that every small restaurant is outside VAT.
Maintain a premises-by-premises register for local business registration, tourism classification, food and liquor permissions where applicable. Record the authority, location, permitted activity, expiry or renewal rule and final evidence. When ownership, capacity or activity changes, reassess the permissions and tax concessions rather than carrying forward the old operating checklist unchanged.
