Electronic Tax Payment and Voucher Reconciliation in Nepal
A tax payment should match the taxpayer, revenue heading and period as well as the bank debit. Reconcile the voucher and government allocation before assuming that filing or payment is complete.
1. Payment succeeds when the money reaches the correct tax record
A bank debit demonstrates money movement. A tax voucher identifies the intended allocation. The taxpayer record must connect them to the correct PAN, revenue heading, fiscal year and period. Filing, payment and government allocation are separate stages. Reconcile all three before closing the obligation or requesting tax clearance.
Use the official IRD payment workflow and the supported bank or payment service. The current portal and provider requirements govern the available methods. Apply these controls to the taxpayer, liability and period shown on the current payment record.
2. Before generating or paying a voucher
Confirm taxpayer identity, tax type, period and amount against the approved computation or return. Distinguish income-tax instalments, assessed liabilities, VAT and withholding deposits. Preserve any assessment or return reference required for allocation. Have a checker compare the voucher to the working papers before payment.
| Record | Main fields | Reconcile to |
|---|---|---|
| Approved liability | Tax, period, amount and basis | Return/computation or assessment |
| Payment voucher | PAN, heading, year, period and reference | Approved liability |
| Bank/payment confirmation | Amount, date, transaction ID and status | Voucher and bank statement |
| IRD allocation | Credited amount and assigned tax record | Voucher and taxpayer account |
| Accounts entry | Liability settled or tax advance recorded | Confirmed government allocation |
Treat “pending,” “failed,” “paid” and “allocated” as distinct states. Staff should know which evidence closes each state.
3. A Nepal example
A business intends to pay NPR 75,000 of withholding tax for one month. Its bank statement shows a NPR 75,000 debit, but the voucher was generated under the wrong revenue heading. The withholding obligation should remain under investigation until the competent correction or allocation process resolves the mismatch. A general-ledger entry clearing TDS payable does not correct the government's allocation. Keep the original voucher, bank confirmation and correction reference together.
If the bank debits NPR 75,000 and the portal times out, search the available official voucher/payment status and obtain provider evidence before paying again. A second payment could create an overpayment without fixing the first transaction's status.
4. Month-end reconciliation
Prepare a list of all tax payments from the bank and match each to a voucher and obligation. Investigate unmatched debits, vouchers awaiting payment, duplicate transactions and payments assigned to another year or taxpayer. Use an ageing list for unresolved items and assign a responsible person. Preserve the original references while recording later corrections.
For advance income tax, keep payment evidence by instalment and reconcile it to the annual return's credits. For withholding, match the payment to the e-TDS return and recipient-level register. For VAT, reconcile the tax-period return and payment rather than netting it informally against unrelated income-tax balances.
5. Evidence before clearance
Confirm that the taxpayer's records show the intended payments and that required returns are verified. Reconcile the closing tax-payable and tax-advance accounts to the return and payment history. A clearance application can reveal an old allocation error; resolving it earlier reduces avoidable delay.
Do not alter a historical voucher number in the books to make totals agree. Keep the discrepancy, authorised correction and final allocation traceable. Where the official system does not provide a self-service correction, obtain the competent authority's direction and retain the outcome in the tax file.
6. Investigate before paying twice
If the bank has debited the account but the government record is not yet matched, retain the transaction reference and voucher. Confirm whether the issue is settlement delay, allocation, an incorrect identifier or a failed transaction requiring reversal. Repeating the payment before establishing its status can create an excess payment while leaving the original mismatch unresolved. For example, an intended NPR 60,000 payment is debited once and the return correctly shows NPR 60,000 due. If the first voucher carries the wrong period, another NPR 60,000 payment does not correct that voucher. Record the original transaction, seek the applicable allocation correction and reconcile both the bank and tax ledger after resolution.
The government process determines whether a correction, transfer, adjustment or refund is available. At year-end, make a voucher schedule showing opening unmatched items, current payments, credits, allocations and closing differences. Give each outstanding item a documented explanation. A screenshot of a bank balance does not replace the receipt or establish the relevant revenue allocation. Finance should approve closure of an item only after the final evidence explains where the money went.
