Cooperative Savings and Credit — Prudential Records and Member Protection
1. Use the competent authority's current standard
Savings-and-credit cooperatives require a jurisdiction and regulatory map before applying prudential measures. Identify registration authority, applicable NCRA standards, Department of Cooperatives guidance and local/provincial requirements. A ratio borrowed from a commercial bank is not automatically the cooperative's requirement.
Prudential reporting assesses matters such as lending quality, liquidity, capital and concentration under the applicable standards. The definitions and limits must be taken from the current directive and reconciled to accounting records.
2. Core schedules
| Schedule | Purpose |
|---|---|
| Deposits | Member, product, maturity and concentration |
| Loans | Borrower, security, ageing and recoverability |
| Liquidity | Available funds and obligations under defined measures |
| Capital/reserves | Eligible items and statutory treatment |
| Connected exposures | Related parties and approval |
| Exceptions | Breach, reason, remediation and reporting |
Member deposits are liabilities, not revenue. Interest accrual, overdue loans and impairment need documented accounting and regulatory treatment. Preserve the bridge where prudential provisioning differs from financial reporting or tax deduction.
3. Nepal example
A cooperative reports ample cash but has several large deposits withdrawable soon and overdue lending concentrated in related borrowers. A cash balance alone cannot establish adequate liquidity or prudent concentration. Prepare maturity and exposure analysis under the applicable standards and document governance action.
4. Governance
Approve lending within authority, identify conflicts, maintain security records and monitor arrears. Track recovery efforts and avoid replacing old overdue loans with new loans merely to disguise ageing. Reconcile member balances and give accurate statements through authorised processes.
5. Review and remediation
Use current NCRA and registration-authority standards when checking ratios, limits and reporting deadlines. Keep records of breaches and corrective action so the reporting history reflects what actually occurred.
6. Build a review that distinguishes cash from liquidity
The NCRA publication list now includes operating standards with a third amendment issued in 2083 and registration-recording standards with a seventh amendment. The current list also includes revised cooperative AML guidance. Record those editions in the review file; a working labelled only “2082 cooperative standard” may omit later changes.
Prepare a maturity analysis rather than rely only on the day’s cash balance. Show deposits withdrawable on demand, deposits due in each relevant period, loan instalments expected, amounts overdue and readily available funds. A large loan balance is not the same as cash that can meet withdrawals. Use the applicable standard’s definitions when reporting the measure.
For each loan, retain the authorised approval, member or borrower identity, related-party relationship, security, instalment terms, payments received and arrears. Review a refinancing transaction for its actual substance. Moving an old overdue exposure into a newly dated account can conceal the history and should not replace a documented recovery assessment.
Reconcile the prudential return to the trial balance through a schedule that explains eligible capital, reserves, impairment and other adjustments. Keep the accounting provision, regulatory provision and tax-deduction analysis distinct. The board should receive the breach or exception, the reason, responsible owner and corrective action, including the evidence of completion.

Checks for your case
- Obtain and apply the current complete NCRA prudential attachment before calculating statutory ratios, limits, transition treatment or submitting actual returns. The published guide supplies records and control procedures and asserts none of those values.
- Map the cooperative’s actual licence, jurisdiction, members, loans, liquidity, capital and related-party records.
